Add a world still have plots but have a world with no plots and build endless

First off, thanks for the suggestion! However, the reason why the creative server has plots in it is to prevent unwanted grief on each individual player's creations. If we were to take away these plots it is likely that people would exploit it and grief other people's creations. Maybe it was a VIP feature; but even so, some VIPs are not trustworthy and it is unwise to segregate the VIPs from the Non-VIPs. I don't see any way of this being implemented, sorry!
