There should be fireworks on creative because some people(me) are buiding things that kind of need them, and plus not many people spam items anymore so there wouldn't be much to worry about.

Lily, I feel like that would be circumstantial. What if I lit fireworks on September 11th saying that 9/11 was a special occasion so I'm going to celebrate it by lighting fireworks. Or what if I think that May 13th is a special occasion because it's Robert Pattinson's birthday so I light fireworks. Or what if I think that November 9-10th is a special occasion because it's the anniversary of Kristallnacht (Nazi soldiers burning synagogues) so I light fireworks. I could go on, but I feel like I've made my point. In conclusion: That's an opinionated rule and can't really be enforced.

The only special occasions I know that they're allowed is fourth of july, easter, Christmas and new years. All your smartass examples wouldn't be.
