I believe that rule 13 (Do not create or use items with custom enchantments.) should be changed to include custom attributes. With an update to an inventory editor that I will leave unnamed, you can edit the attributes of items if you are in creative mode. You can create items that do things like increase speed or attack damage when held, etc. I realize that there is a rule that states that you may not hack or cheat, but that's a bit vague, and a little redundancy in rules never hurts. Thanks for the suggestion. There are players who like to PvP on the server, and this experience would be ruined if some players had access to modified items. This is why we won't allow them in any form.
